Why are some pickup trucks with OEM parts low to the ground and some high off the ground?

I have a question about Chevy, Ford, and Dodge pickup trucks from 1990 - 2008.

I am talking about trucks that have all OEM parts and with NO lowering kits, lift kits, big tires, or any after-market shocks.
