1998 Honda shadow 1100c sprint front fork seals are dry rotted they are not leaking is this a big deal?

I am thinking about buying a 1998 Honda Shadow 1100c sprint and the front fork seals are dry rotted some but they are not leaking is this a big deal? How hard and much would it cost to replace them.

That's just the dust boots, but they should be replaced. They aren't just there for looks. They keeps the crap from getting to the seals and eating them up.
