How do I "unlock" an old motorcycle engine?

I have a 1974 Honda CB 550f that I want to restore. But, I can't seem to get the engine to turn over. I heard that you shouldn't crack the case unless you are looking to rebuild. I want to do a pressure test before I go that far, so how can I get it

Jeez, i had one of these in 75. You might ask a mechanic, but if you are restoring the bike. The engine tear down seems to be a must.

With spark plugs out you still cant turn motor over
